In Taiwan there training is optional. If a mediator want enhance conflict resolution skill, he could take the course.
In Taiwan, prior to be a mediator, he be nominated to be a mediator candidate. The candidates, that twice numbers of the quota of the mediators, be nominated by borough president, submit to local court and local prosecutor's office. The joint committee of local court and local prosecutor's office select from candidates to be mediators.
The quota of the mediators numbers between 7 to 15, so candidates double this between 14 to 30. The quota of women candidates must exceed quarter.
The joint committee of local court and local prosecutor's office take a review conference. They examine in papers, the candidates be absent, but they would invite borough hall clerks who attend as a non-voting delegates.
To be mediator don't be trained, but he must no criminal record and residence in the borough jurisdiction. before nominated, the borough clerk would apply for candidates' record in law enforcement agency.
the condition of the candidates is no criminal record, citizenship in the borough, educated, good reputation.
The selected members be enrolled in the roster of borough mediators, then they would assemble to build a committee and to select a chairman of the committee.
